POSITION SUMMARY This position is responsible to assist the Captains with supervising and commanding jail officers assigned; overseeing office activities; and responding to employee personnel matters. Examples of Duties ESSENTIAL FUNCTIONS The following duties are normal for this position. However, they are not to be construed as exclusive or all–inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may also be required or assigned: -Provides leadership in attracting, retaining and developing an engaged workforce in the delivery of superior services to County residents and businesses. -Directs work and assignments for assigned personnel; trains, evaluates work, and prepares performance evaluations. -Participates in the recruitment/promotional, discipline, internal investigations, and discharge processes as required. Conducts pre-employment background investigations. -Ensures that policies, procedures, and employee training are compliant with established mandates for all personnel within the areas of responsibility. -Provides professional guidance, training, and policy interpretation for assigned division. -Oversees the day-to-day operational activities of assigned division. -Evaluates office training needs, staffing needs, budget resources, and management of personnel to achieve office-wide program objectives. Submits requests to the Captain as needed. -Provides for supervision of inmates, i.e. mediation, answering requests, discipline hearings and required use of force incidents. -Works with accounting on Huber and bond related issues; assists kitchen staff, maintenance, and medical staff when issues arise; and assists with issues and transports scheduling. -Assists with Court duties, moving inmates to and from court; is present for jury trials or if requested for security in the court room. -Assures minimum staffing levels are met; plans, allocates, and monitors time, people, equipment, and other resources to ensure efficient organization and completion of work. -Performs general deputy jail-related duties or assists deputies in use of force or mediation. -Investigates, or directs, internal investigations. Investigates citizen complaints as assigned. -Monitors the booking area, POD activities, Huber area traffic, and radio traffic to ensure deputy compliance with established procedures and policies. Additionally, routinely provides direct assistance to field personnel on service requests. This includes taking command of calls which require multiple officer response. -May take command of all major crime scenes in or out of the jail unless relieved by the Jail/Patrol Captain, Patrol Lieutenant, Investigation Supervisor, Undersheriff or Sheriff. Also makes routine field inspections of personnel and equipment, and reviews all bookings and arrests to ensure that proper law and/or procedure has been followed. -May be a licensed Breath-alcohol Technician, able to administer these to intoxicated drivers as prescribed by statute. -Assists with development of policies and ensures division compliance with standards and guidelines. -Trains and enforces policies and procedures necessary to maintain the safety and security of residents and ensures continual compliance. -Evaluates the effectiveness of policies and procedures to efficiently meet all law enforcement goals. -Coordinates with interoffice operations, local, State and Federal law enforcement agencies. -Responds to and takes command of major operations or emergencies involving division operations in the absence of a superior; coordinate division activities with other departments and law enforcement agencies as needed. -Ensures adequate equipment and materials necessary for jail operations are available. -Investigates or oversees investigation of inmate complaints and/or criminal activity. -As requested, serves as a law enforcement official in charge of the Jail in absence of the Sheriff/Undersheriff or Jail Captain. -Participates in educational opportunities as approved or assigned. -Testifies in court, as assigned. -Other duties as assigned. EXPECTATIONS -Interprets and applies Federal, State, municipal, and Department rules, regulations, and policies. -Attends work regularly and is punctual. -Behaves professionally and presents an appropriate standard of grooming, hygiene, and dress that align with health and safety standards. -Conducts self in such a way as to reflect positively on the County. -Fosters positive working relationships and accepts new responsibilities. -Learns and understands the safe practices for the job being performed and complies with the safe work practices and personal protective requirements for the job. Typical Qualifications MINIMUM REQUIRED QUALIFICATIONS -Two (2) year Associate’s degree from a Wisconsin vocational, technical, adult education district (or its accredited equivalent from another state) or a minimum of 60 fully accredited college level credits. -Wisconsin LESB Certification. -Jail Officer Certification. -A valid Wisconsin driver's license required. -No felony or domestic misdemeanor or any offense, which, if committed in Wisconsin, could be punished as felony or domestic misdemeanor unless the applicant has been granted an absolute and unconditional pardon. -Must successfully pass Pre-employment and Post-Offer Testing, including a background investigation, drug screen and psychological examination. Failure to pass these will result in the employment offer being revoked. -Must pass a post offer pre-employment physical. Failure to pass will result in the employment offer being revoked. PREFERRED QUALIFICATIONS Four (4) years of law enforcement/corrections experience. Supplemental Information REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES -Knowledge of the principles, practices and methods of modern penology and criminology. -Knowledge of the criminal justice system operations. -Knowledge of individual and group behavior in an institutional setting. -Knowledge of the laws applicable to detention facility operations. -Ability to ensure inmate discipline and to deal effectively with non-compliance. -Knowledge of and proficiency in the use of all law enforcement-related equipment including, but not limited to personal computer, communication equipment, cameras, weapons, radios, alcohol detection devices, speed detection devices, and operation of emergency vehicles. -Ability and skill to manage, direct, and command people in such a manner as to obtain maximum cooperation with minimum use of coercion and minimum creation of hostility and rebellion. -Ability and skill to make appropriate decisions quickly. -Ability and skill to accurately interpret individuals' mental and physical conditions. -Ability and skill to perform effectively under ever-present stressful conditions. -Ability to safely perform occasional physical encounters which may be necessary related to self-defense, defense of fellow officers, apprehending criminal suspects, and protecting public safety. -Knowledge of department policies and procedures, current law enforcement practices, techniques and procedures, and criminal and traffic codes. -Knowledge of county, state and federal laws, regulations and ordinances. -Skill in the care and safe operation of a variety of firearms, impact weapons, and chemical agents. -Skill in maintaining composure and working effectively under stressful conditions and emergency situations. -Knowledge of investigative procedures, court procedures and protocols, defensive driving, and first aid. -Skill in operating motor vehicles during emergency, high risk situations. -Knowledge of administrative policies and procedures of the County. -Knowledge of current office practices and procedures consistent for this position. -Knowledge of computer software consistent for this position. -Ability to organize, assign, and modify the work assignment of others, and (re)-establish priorities to meet deadlines. -Ability to communicate effectively with other members of the staff, supervisor, and the public. -Knowledge and ability to follow the policies and practices contained in the County Personnel Handbook. -Ability to work the allocated hours of the position and respond after hours if needed.
