Whitehall Police Department is a full time agency with 3 fulltime officers in addition to the working chief. We are the county seat of Trempealeau County, Wisconsin. We have a strong focus on Community Policing. Our office is located in the public school building. We are filling this upcoming vacancy due to retirement. Whitehall Police Department Job Description: Chief of Police General Statement of Duties: In addition to all duties of Police Officer, performs administrative work directing all activities and employees of the Whitehall Police Dept; does related work as required. Distinguishing Features of the Class: The work of this class involves responsibility for supervising all police functions of the city including planning, directing and controlling patrol, traffic, investigation, and related activities and services. The work also includes assuring the proper training, assignment and discipline of all department members. The Police Chief has technical independence in administering the activities of the department and is responsible for internal policy and control. Major overall policy is discussed with and must be approved by the City Council. Examples of Work: (Illustrative only) • Directs and coordinates activities of the municipal police department. • Formulates departmental policies, rules and regulations and general orders. • Proposes major policy and regulation changes and modifications with the City Council. • Makes recommendations to municipal officials for appropriation of funds. • Reviews expenditures of departmental appropriations. • Assigns duties to subordinates to accomplish the primary and auxiliary functions of the Police Department. • Formulates and prescribes work methods and procedures to be followed by members of the department. • Appraises conditions of work and takes necessary steps in improving police operations. • Plans and supervises the enforcement of traffic and safety regulations. • Administers storage of records, computer and hard copy. • Develops and administers work schedule to maintain shift coverage. • Advises and assists police officers in non-routine criminal and other investigations. • Attends civic club meetings, churches, schools and other places of public gathering to explain the activities and functions of the Police Dept. and to establish favorable public relations. • Supervises and participates in the training of Police Department members. • Receives and disposes of complaints against Police Officers. • Attends City Council and other committee meetings as requested. • Researches and makes recommendations on tavern licenses and operators. • Cooperates with other governmental agencies in solving cases. • Keeps abreast of developments in the field of police science and police administration. • Performs all such other duties as may be directed by the Mayor, City Council, and Law Enforcement Committee Required Knowledge, Skills and Abilities: Comprehensive knowledge of the principles and practices of modern police administration; comprehensive knowledge of the rules and regulations of the Police Department; comprehensive knowledge of police science, organization and operation of safety, criminal investigation and the various functional services utilized in police operations; comprehensive knowledge of the use of police records and their application to the solution of police problems; comprehensive knowledge of the standards by which the quality of police service is evaluated; ability to command the respect of officers and to assign, direct and supervise their work; ability to establish and maintain effective working relationships with other City employees and with the public; ability to express ideas clearly and concisely, orally and in writing; ability to prepare and supervise the preparation of clear, accurate and comprehensive recommendations and reports. Acceptable Experience and Training: Certifiable by LESB Training and Standards Bureau including High School diploma and Associates Degree in Police Science or 60 college credits in Police Science and 520 hours Recruit Training or current requirement; knowledge and experience necessary to perform the functions of Police Officer. Additional experience and training in supervisory level police work as determined by the City Council. Additional Requirements: Possession of valid Wisconsin Driver’s License; current CPR certification; meet special requirements set by the City Council. Must maintain the ability to possess and carry a firearm.
