The Whitewater Police Department is now accepting applications to fill a Patrol Lieutenant vacancy. This position is being posted both internally and externally. The Patrol Lieutenant, is under the general supervision of the Patrol Captain. The Patrol Lieutenant is a management position responsible for supervising field operations of the department and facilitating the delivery of police services to the community. The Patrol Lieutenant is expected to lead, motivate, and evaluate the work of assigned personnel, acting as an advisor for his/her subordinates. The Patrol Lieutenant is to provide the necessary level of guidance and assistance required by sworn and civilian personnel to accomplish their tasks in an efficient and effective manner.

This individual should possess good communication skills, organizational abilities, a high level of dedication and conscientiousness, and a thorough knowledge of departmental policies and procedures. The Patrol Lieutenant plans, organizes, and manages a patrol shift or unit of the police department. The Patrol Lieutenant will develop innovative programs and projects that serve to improve the effectiveness and efficiency of the Whitewater Police Department. Work situations require the Patrol Lieutenant to make decisions, provide direction to subordinates, and exercise independent judgment in both emergency and non-emergency situations. The Patrol Lieutenant advises sworn personnel regarding the application and interpretation of laws, reviews the written reports of subordinates, and makes recommendations regarding the development of new policies or procedures. The Patrol Lieutenant performs the duties of a sworn officer (police officer or detective) when required. Patrol Lieutenants have on-call responsibilities at all times. When necessary, the Patrol Lieutenant will make recommendations regarding disciplinary actions in accordance with the policies, procedures, rules and regulations and the Mission and Values of the Whitewater Police Department.

**Important notice, the Whitewater Police Department has four (4) Patrol Lieutenants that work four (4) different shifts. These shifts are selected by promotional seniority yearly. The breakdown of these shifts are as follows: - Work week consists of the following rotation and hours: Works five (5) days, then off for two (2) days, works five (5) days, then off for three (3) days - then repeates. Working hours are 8.25 hours in length. Any time worked over the 8.25 hours is paid out at the overtime rate or as Comp time (at the choice of the employee). - One (1) First Shift (6:00am - 2:15pm) - One (1) Second Shift (2:00pm - 10:15pm) - One (1) Third Shift (10:00pm - 6:15am) - One (1) Power Shift (Employee has the choice of starting their work week on Second Shift and transitioning to Third Shift at the end of the work week, or starting their work week on Third Shift and ending on Second Shift). Restrictions: - Residency requirement of living within 30 miles of the Whitewater city limits by the completion of probationary period (15 months). - Markings and tattoos must be approved by the Chief of Police if visible. Other Benefits: - Shift differential pay. - $75 Blackout Day Stipend. - $1,500 yearly Spanish Fluency Stipend - Department purchases your full uniform and all required equipment - $850 uniform allowance received each year - $500 yearly city funded Lifestyle Spending Account (LSA) - Up to a $1,000 yearly stipend for maintaining top physical fitness standards **contingent upon final WPPSA contract approval**

Selection Guidelines: - Formal application - Written Essay Questions - Oral Interview: Interview before current Whitewater Police Department Lieutenants - Oral Interview: Interview before current Police Administration, Human Resources Manager, and a member of the Police and Fire Commission. - Inbox Exercise Exam - Background investigation (if external hire) - Medical and psychological evaluations upon conditional job offer (if external hire) Essential Duties and Responsibilities: This list of duties and responsibilities is not all inclusive and may be expanded to include other duties and responsibilities, as management may deem necessary. - Provide leadership and guidance to subordinates in accordance with goals and objectives as well as the Mission and Values of the department. - Provide supervision of sworn personnel engaged in field operations. Direct subordinates in various emergency and non-emergency situations. - Monitor radio transmissions to ensure the safety of Department personnel in their assigned activities and to ensure that appropriate action is being taken on all assignments. - Ensure the delivery of emergency and police services to citizens and victims of crimes when human life and safety are at risk (accidents and other incidents.) - Respond to the scene of those serious incidents and accidents, which may require direct command, multiple officers, and/or the necessity for calling in additional resources. - Initiate or conduct investigations and interviews. - Assist in the preparation of victims, records, and exhibits for court proceedings. - Monitor and ensure reporting of the use of force, vehicle pursuits and non-routine in-custody confinement and complete corresponding reports. - Maintain proficiency and ensure proper operational care of various equipment used on a regular basis; e.g. vehicles, weapons, computers, cameras, surveillance equipment, property tracking system, lab and fingerprint equipment, tape recorders, etc. - Make appropriate special assignments considering the priority of the situation, available manpower, skills of the assigned sworn personnel, and response needed. 

Prepare necessary reports, conduct interviews, and ensures proper follow-up; issues necessary citations or warning notices, as appropriate. - Coordinate and/or investigate criminal or illegal activities, unusual or suspicious activities and conditions, traffic accidents, etc.; enforcing applicable Federal, state, local laws and ordinances. - Review documents and information to be shared with officers beginning and ending of their shifts and establish appropriate priorities for work assignments. - Attend Department staff meetings. Review agenda items with subordinates - Possess the ability to maintain good public relations in the operation and administration of department investigations and policy enforcement. - Assess the performance of assigned subordinates through incident observations, quality control of all written reports for clarity, accuracy, and completeness ensuring correction of documents completed by officers. - Make regular observations of assigned personnel reporting for work, observing the conditions and completeness of equipment, appearance, demeanor, and preparation for work assignments. - Make irregular inspections of the routine procedures of subordinates in order to ensure compliance with department rules and regulations, policies and operating procedures. - Review new or existing policies with subordinates. - Prepare annual and mid-year performance evaluations on assigned personnel. - Document exceptional or below standard performance by subordinates, providing oral and written documentation when appropriate. Ensure proper follow-up action(s) when appropriate. - Respond to and take appropriate action regarding infractions of rules, regulations, and policies by subordinates, counsel when appropriate. - Effectively administer verbal correction and letters of written reprimand; recommend higher levels of discipline to the Administrative Captain, Patrol Captain, and the Chief of Police. Independently resolve grievances at the first grievance level when appropriate. - Receive and act on all inquiries, questions, and information forwarded by employees of the department. - Promote teamwork and harmony within the department. - Facilitate/assign the inspection of departmental equipment to ensure proper repair and good working condition. - Independently maintain minor or time-sensitive schedule adjustments for the department. - Use call-in procedures to insure adequate staffing. Administer and handle schedule adjustments which may arise from routine vacation, bereavement, compensatory days or sick leave vacancies and allocate sufficient personnel to meet the daily and special needs of the city. - Timely completion of various assignments and responsibilities in full support of the Chief of Police, Administrative Captain, Patrol Captain, Police Department, and City of Whitewater. 

Perform all duties required of a patrol officer, including handling of calls for service, traffic accidents, criminal investigations, etc. - Ensure integrity and operational readiness and function of special projects and programs relating to the sworn component of the department, e.g. sensitive crimes unit, evidence technicians, bike patrol, crime prevention and suppression programs, etc - Assist with oversight of special events to coordinate operational needs, road closures and parade routes with city streets department and securing needed equipment and personnel needs as directed by the Patrol Captain. Special Events may include but not limited to Memorial Day Parade, 4th of July Parade, Homecoming Parade, 1/2 Marathon, Christmas Parade. - Ensure that prisoners are properly processed. - Ensure that warrants are properly served. - Assume various responsibilities in the absence of the Chief of Police, Administrative Captain, or Patrol Captain e.g. media relations, special projects, etc. - Assist, as directed by the Administrative Captain and/or Patrol Captain, in the investigation of misconduct by employees of the police department. - Assist, as directed by the Administrative Captain and/or Patrol Captain, to handle routine public relations activities, e.g. citizen inquiries, speeches, ride-alongs, interviews and other matters. - Assist, as directed by the Administrative Captain and/or Patrol Captain, in maintaining positive contacts/liaison with outside agencies, e.g. university police, school system, courts, social services, local government, community groups, other law enforcement agencies, etc to represent the interests of the department at various civic related meetings. - Assist, as directed by the Administrative Captain and/or Patrol Captain, in completing annual reports per departmental policy and assist with accreditation standards and proof collection. Assist, as directed by the Administrative Captain and/or Patrol Captain, set training agendas and develop the core training schedules. - Verify, through follow-up action, that documented problems have been corrected. - Conduct on-scene investigation into the causes of employee injury. Complete related documentation. - Promote crime prevention and community policing concepts. Receive citizen complaints and respond to in accordance with department policy. Investigate internal matters at the direction of the Patrol Captain, Administrative Captain, and/or the Chief of Police. - Complete special projects assigned by the Patrol Captain, Administrative Captain, and/or the Chief of Police.

Lateral Transfer Program Details:

** Lateral Transfers Accepted: Applicants with prior experience as a full-time sworn law enforcement officer will receive vacation allowance and pay to commensurate with their years of full-time sworn law enforcement experience. Applicants with 6 years of experience as a full-time sworn law enforcement officer will start at top Patrol Lieutenant pay. ** Important Notice: Union Negotiations have commenced due to the current WPPSA contract that ended on 12/31/2025. There is a tentative pay agreement in place waiting for final contract approval. The wage scale posted represents that tentative agreement.**
