Summary of Job The City of Lodi, WI is seeking an experienced leader to serve as the community’s next Chief of Police. This is a full-time, exempt position with benefits and authorized salary hiring range of $86,673.60 - $110,156.80 (commensurate with experience and qualifications). In addition to administrative duties, including managing the police department, this position is responsible for assisting with patrol and investigative duties. The City of Lodi Police Department is a full-service police organization that provides safety and enforcement services to more than 3,000 city residents. The police department consists of six full-time officers, one administrative assistant, and supplemental part-time officers. The Chief of Police is appointed by the Lodi Police Commission and serves under the direction of the Mayor, in cooperation with the Common Council.

General Statement of Job, Duties, & Responsibilities The statements included in the Position Description reflect, in general, the duties and responsibility of this position and are not to be interpreted as being all-inclusive. The Chief of Police, who reports to the Mayor, is designated by state statute as head of the Police Department. The Chief directs the day-to-day operations of the department and exercises law enforcement powers and responsibilities assigned to Police Chiefs and sworn police officers under state statute and city ordinance. The Chief of Police functions as the chief operating officer of the department providing services that include, but are not limited to, police patrol, traffic control and enforcement, accident investigation, crime prevention and investigation, response to citizen complaints and calls for assistance, community education, community policing, communications, and emergency services. As the department’s chief operating officer, the Chief of Police must exercise independent judgements that may be rendered in an emergency. Plan, organize, staff, direct, and control the operations of the police department. Review, develop, and implement policies and procedures related to the day-to-day administration of the department. Direct and monitor activities of staff. Oversee and facilitate planning and evaluation of training programs and other activities designed to meet the continuing education and training needs of staff. Effectively communicate with the department, the Mayor, the Common Council, other city agencies, and the community. Attend meetings as required. Prepares the department budget request Monitor Department expenditures and revenues; coordinate necessary adjustments to the capital improvements and operations budgets with the Common Council and the Mayor. Plans and directs the implementation of the department’s short-and long-term goals. Participate in continuing education and training programs to maintain or develop the knowledge and skill needed to perform tasks associated with this position. Review, develop, and propose, for consideration by the Common Council, City Policies governing prevention of crimes, enforcement of State Statutes and City ordinances, safe movement of people and goods, and protection of people and property. Develop a proposed annual operation budget and long-range capital improvements budget in accordance with the budget timeline. Evaluate and document the performance of immediate subordinates.

Assist the Common Council in the development of policies and adoption of practices governing the recruitment, screening, testing and selection of police officers; advise and aid the Police Commission in matters related to the promotion and retention of officers in the Department. Oversee the Department’s personnel administration in conjunction with the Police Commission, including recruitment, selection, evaluation, scheduling, training, and discipline. Provide back-up to subordinates and advises and assists subordinates in the non-routine Department matters. Foster communication with and outreach to municipal departments, schools, civic groups, and other groups within the municipality in support of community policing. Plan, prepare, and respond to emergencies, including natural disasters, which impair or threaten the public’s safety. Be knowledgeable about innovations and developments in policing and disseminate knowledge as appropriate to subordinates. Performs the essential functions and peripheral duties of a Police Officer, including but not limited to, routine weekly patrol, court appearances, and response to calls for assistance. Perform other duties as required.

Additional Education Information
Prefer completion of a baccalaureate or graduate degree from an accredited college or university or any combination equivalent to experience and education that could likely provide the required knowledge and abilities. For example, five years in a high-level management position. Preference given to a field of study associated with law, police science, criminology, sociology, public administration, business administration or management.

Five or more years of satisfactory law enforcement/police performance in a law enforcement agency in a senior management or senior staff position, including two or more years of experience managing a complex organization or major work unit. Preference given to experience in a municipal police department and experience gained as a senior staff officer.

A valid Wisconsin Driver’s License.
Certification established for police officers under Sec. 165.85(4), Wisc. Statutes (Wisconsin Law Enforcement Standards Board).

No criminal record, including domestic violence.

Residency Requirement – 25-mile radius of jurisdictional boundary of the City, within 6 months of employment.

Certifications in Firearms, Emergency Vehicle Operators Course (EVOC), and Cardiopulmonary Resuscitation (CPR).

Intermediate to advanced knowledge of management theories, principles and practices needed by senior manager on their efforts to plan, organize, staff, direct and control the operations of a complex organization.
Intermediate to advanced knowledge of municipal management including the structure and function of City government, principles of public administration, capital budgeting, municipal budgeting, purchasing and contracting, and public personnel management; knowledge of the role and authority of a Mayor as Chief Executive Officer under Ch. 64 and a Police Chief under Sec. 6209(13), Wis. Stats.
Intermediate to advanced knowledge of principles, techniques and procedures used to evaluate individual, work unit and agency performance.
Intermediate to advance knowledge of constitutional theory and principles, federal law, State Statutes, principles and accepted practices growing out of case law with clear evidence of knowledge in the following areas of concern:

Purpose and protection of civil rights including criminal sanctions and civil liability for the violation of civil rights by Police agencies and officers.
Legal issues and practices affecting police agencies in conducting searches, seizing property, making arrests, using force, conducting interrogation and investigations.
Legal principles and practices insuring due process in dealing with members of the Department and members of the public served by the Department.
Intermediate to advanced knowledge of principles and practices used in determining the need for and appropriate use of discipline in a police agency.

Basic knowledge of labor relations and the statutory provision governing municipal labor relations under Chap. 111, Wisc. Statutes.
Basic to intermediate knowledge of computers and software used in data base management, data analysis and report generation in support of police operations.
Basic to intermediate knowledge of principles, techniques and procedures used to measure and improve productivity.

Skills in developing or directing the development and periodic review of detailed operational policies governing agency practices, particularly those governing high-speed pursuit, use of force and handling citizen complaints.
Skill in preparing and presenting reports.
Skills in oral and written communication and public speaking.
