SUMMARY OF DUTIES This position is a non-represented position responsible for supporting the Chief of Police through effecting administrative, technical, and supervisory work related to the operation of the police department in accordance with state statutes, village ordinance, and department policy and procedure; all work as defined within the Night Watch Sergeant job description; and all other related work as required or assigned to support subordinate members of the police department in the delivery of police service to the citizens and visitors of West Salem, Wisconsin. RESPONSIBLE FOR / REPORTS TO The position is assigned to the Patrol Division and is the designated to command and supervise staff assigned to the Night Watch and Reserve Component; operates under the discretion of the Chief of Police and in accordance with applicable Wisconsin statutes and department policy and procedure; Work is performed under general direction of the Deputy Chief of Police. WORK ENVIRONMENT Moderate, and occasionally extreme, physical effort may be required for work generally performed within an office, from a motor vehicle, and in field conditions; will be required to work outdoors at times with exposure to variable weather conditions and may be exposed to hostile and potentially hazardous conditions associated with weapons and criminal conduct. May be required to work outside of normal hours to accommodate workflow and emergency situations. Operates a motor vehicle, medical equipment, computer, standard office equipment as well as all departmental issued police equipment. Makes frequent contact with the general public and other local, state, and federal officials; communication is primarily in person, secondarily by telephone with some written correspondence. Errors could result in personal injury or death; delays and confusion in processing and/or recording important information with legal repercussions. Errors could also result in poor employee and/or public relations. ESSENTIAL FUNCTIONS The essential functions or duties listed below are intended only as an illustration of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment of the position. 1. Under the direction and authority of the Chief of Police, is granted supervisory responsibility over members assigned to the Patrol Division / Night Watch which includes the Reserve Component. 2. Oversight and authority to supervise and manage subordinate activity ensuring compliance with departmental rules, regulations, policies and procedures. 3. Responsible for assignments, establishment of watch specific patrol objectives, discipline, directs saturation patrol assignments, and reviews all arrest and incident reports which occur or are addressed by subordinate members of the watch. 4. Investigates crimes and complaints, conducting interviews and interrogation of witnesses and suspects. 5. Obtains detailed statements from complainants, victims, witnesses or criminals. 6. Takes photographs of various crime scenes, accidents, or evidence. 7. Collects evidence of suspected crimes. 8. Obtains, serves and executes search warrants, arrest warrants, and conducts surveillance and stakeouts. 9. Prepares cases for court by generating written reports and reviewing information acquired through investigation. 10. Operates the department’s Reserve Officer Component and functions as the program’s commander. 11. Attends specialized schools, training programs and meetings. 12. Performs as a Training Officer, when necessary, to onboard probationary officers or retrain officers. 13. Will represent the department on various task forces, committees, etc., and attend meetings as necessary. 14. Reviews statistics on criminal activity and makes recommendations based on statistical analysis. 15. Performs various administrative functions and tasks as needed. 16. Evaluates the performance of subordinates identifying strengths and weaknesses, setting goals, and recommending evaluation scores that the Chief of Police will give substantial consideration. 17. May be assigned to investigate violations of policy by, complaints against, and/or mishaps involving police officers. 18. Will make recommendation on promotions and the passage or failure of the probationary periods of subordinate employees. 19. When necessary, issues discipline (Command Notices and below) against subordinates. 20. When necessary, recommends discipline (Written Reprimand and above) to the Chief of Police for subordinates. 21. When necessary, issue and/or make recommendations for recognition of police officers for exemplary performances. 22. Authority to recommend policy and procedure revisions, and implementation to the Chief of Police. 23. Oversees, assigns and delegates specific job responsibilities to subordinates. 24. Communicates the needs & problems of subordinates to superiors and describe administrative action to subordinates. 25. Makes public presentations before civic and school groups. 26. Manages scheduling to ensure minimum staffing requirements are met and is authorized to utilize overtime to recall or hold-over personnel.
Lateral Transfer Program Details:
A “lateral transfer" is a certified and experienced law enforcement newly employed by the village. The Village recognizes the benefit of recruiting experienced, trained, and certified Officers. Qualification for the benefits of this Section shall be determined by the Village. The Village may start the new Employee at the step in the wage schedule commensurate with the employee’s determined years of relevant full-time law enforcement service deemed by the Village to be of benefit,. The Employee would remain at that wage scale step until successfully completing his or her probationary period. During the probationary period, the new Employee will accrue vacation at the equivalent of an Employee at the one (1) year of service vacation scale. The new Employee will be vested as being employed at that level with the Village, except for seniority which will start on the first day of employment with the Village of West Salem.
