Position Responsibilities

Village of Hobart and Town of Lawrence, Wisconsin (combined pop. 17,500 est.) The Village of Hobart and the Town of Lawrence seek a highly skilled professional candidate to become their next Chief of Police. We are a combined police department of two communities that joined together to form the Hobart/Lawrence Police Department in 2001. A very successful joint venture that serves the residents well and saves hundreds of thousands of tax dollars each year. We have experienced rapid population growth and development; we are two of the fastest-growing communities in Wisconsin and boast beautiful rural and wooded country settings. Located just five minutes South and West of the City of Green Bay, the Village of Hobart and Town of Lawrence have all the amenities of the greater Green Bay area, which include a national football stadium and an international airport. All this, combined with a friendly and involved resident base, create the ultimate country small town setting. The chief plans, directs, manages, and oversees the activities and operations of the Police Department, including administration, records, investigations, patrol, and all special operations and events. The chief must enforce and ensure compliance with federal, state, and local laws, ordinances, regulations, codes, and standards. The chief must exhibit a strong management profile as a leader in this fast-paced, demanding, and rapidly changing environment. Having more than 50 square miles and bordered by both U.S. Interstate 41 to the East and State Highway 29 to the North, Lawrence and Hobart have a large residential population, industrial areas, and many recreation activities. The population continues to grow rapidly, and business and the building industry are booming. Hobart and Lawrence are rated as one of the safest places to live and work in the entire state, with one of the lowest crime rates in the state as well. We are a full-service, 24/7/365 police department with 14 full-time officers and one civilian. The chief manages a budget of 1.9 million with management positions of one captain and two sergeants. We have a full-time investigator, full-time SRO in our grade school and our K-9 program that is enjoyed and managed strictly through donations. We respond to more than 12,000 calls for service each year. These two communities seek a highly motivated professional Police Chief with modern ideas and a drive to continue this professional agency into the next decade and beyond. The ideal candidate will have excellent managerial skills, strong leadership, successful law enforcement and supervision track record, and clear, open, and transparent communication skills. • Ability to be a strategic and quick thinker • Exceptional communication • Hands-on worker • Ability to work with many different committees, residents, and boards • Community engagement and outreach are a must • Directs and manages the implementation of goals, objectives, and the department’s strategic business plan Candidates must have a combination of education, training, and experience that provides the required knowledge, skills, and abilities as outlined below. Candidates must meet all the police officer minimum requirements for the state of Wisconsin, be a certified Wisconsin police officer, or can become state certified in Wisconsin within six months of hire; and Minimum Qualifications as outlined below: Possess the ability to obtain a valid class D Wisconsin Driver’s License Good driving record Good physical condition U.S. Citizen Recruits, appoints, and promotes personnel. Meets with media and performs the public relations function. Ten years (10) of service in law enforcement. Five years of supervisory and/or managerial experience in a full-time paid police department. B.A. degree in police science, criminal justice, public administration, or a related field; a master’s degree is preferred. Post-college education, FBI National Academy graduate, Northwestern University School of Police Staff and Command, or Southern Police Institute is also an attractive benefit. Certification by the Wisconsin Law Enforcement Training and Standards Board or the ability to be certified within six months of hire. The salary range depends on work experience and qualification but is generally between $90,000 and $97,000. The village and town offer a competitive benefits package.
